Informed but not enforced

Today I receive a full page letter from the local organization that deals with the parking permits in the area I live. The message is that the rules on the applicability area of my parking limit has changed. The letter continues with a lengty discussion on the different parking areas in my neighbourhood and I am already wondering in what places I am not allowed to park my car from now on when I read the last sentence:

Because there are still a lot of empty parking slots in your neighbourhood, we have decided not to enforce the new rules. This means that you can continue parking in all parking areas.

Then you remember that every rule costs money, and every rule change is double money.
